Harry Lerner
Experience & Expertise
- Harry has over 30 years of residential and commercial
real estate experience
- Provides asset management services to small- and
large-scale residential and mixed-use communities and large agricultural
holdings
- Harry has an extremely deep level of knowledge in project management,
restructuring and asset management, planning, permitting, acquisitions,
finance and marketing
- Harry currently leads efforts in providing asset
management services to CDD bondholders such as Oppenheimer Funds, Goldman
Sachs, Nuveen, Capital Research/American Funds, INVESCO, Alliance Bernstein,
Latt Maxcy Corporation’s Real Estate Portfolio, and others.
- Prior to
forming Lerner Real Estate Advisors, Mr. Lerner founded Westshore Development
Group, which provided asset management services to various clients including
Latt Maxcy Corporation, Mobley Homes, Terrabrook Communities, Atlantic
Gulf Communities, and the Van Kampen Fund (INVESCO). Westshore Development
Group was purchased in 2003 and became Maxcy Development Group, which
in July 2011 was renamed Lerner Real Estate Advisors.
- Spent 10 years
with Atlantic Gulf Communities Corporation (formerly General Development
Corporation) where he managed the company’s Tampa operations, which included
West Meadows in New Tampa, and MiraBay and Rivercrest in South Hillsborough
County

Regional Planning, from Florida State University, and honored as the
Distinguished Alumni of the College of Social Sciences and Public Policy

Scott
Campbell
Experience & Expertise
- Scott has over 20 years of residential and finance
real estate experience
- Serves in various roles within Lerner Real Estate Advisors including contract negotiation with purchasers, bond restructurings and managing the company's day to day operations
- As President of Pulte Homes’ Central Florida Division
from 2004-2010, Scott was responsible for more than 5,800 home closings,
generating nearly $1.2 billion in revenue
- At Pulte, he had strategic
and operating responsibility for the Pulte, Centex, DiVosta and Del Webb
brands in Central Florida
- He oversaw the acquisition and divestiture
of $300 million of land encompassing over 11,000 home sites
- Prior to
joining Pulte, he was a Vice President with Raymond James for five years
specializing in the homebuilding and real estate investment trust (REIT)
industries, where he partnered with the firm’s investment banking division
to raise more than $200 million in common and preferred equity for clients
- From
1988 to 1997, he spent six years as a CPA with the public accounting
firm of Ernst & Young and later spent three years as Pulte Corporation’s
Director of Investor Relations

Chip Jones
Experience & Expertise
- Chip has almost 30 years of experience in commercial, industrial and residential project development.
- Serves in various roles within Lerner Real Estate Advisors, project due diligence, monitoring and negotiating project permits and approvals, overseeing development and maintenance and coordinating engineers, surveyors and contractors on development and construction projects.
- As Senior Vice President of Development for Coast Oak Group, Chip managed the acquisition and development of Connerton in Pasco County, Florida along with projects in Ocala, Polk County and Daytona Beach.
- As Assistant Vice President and Director of development for Westerra Management from 2003-2010 Chip reviewed and re-negotiated all consultant contracts, managed DRI project entitlements, and managed development construction.
- Has served in upper management development roles for St. Joe Commercial, East Group Property Services, C&M Real Estate Investment, and DSJ Developments.

Leah Popelka
Experience & Expertise
- Leah has over 13 years of finance and accounting experience
- Leah serves various roles within Lerner Real Estate Advisors associated
with the oversight of CDD’s and providing reporting and financial analysis
for CDD projects
- From 2007 to 2010 Leah served as Director of Corporate
Finance for a CDD management company, where she gained extensive experience
in managing the financial aspects of CDD communities
- Her role consisted
of the management and oversight of key financial deliverables to include
the establishment of the allocation methodology supporting special assessments,
annual revenue forecasting and budgeting, cash flow management, trust
estate investment management, municipal disclosure services, and administration
of the assessment lien and levy process
- Leah also has served in various
financial and accounting roles with Progress Energy, JP Morgan Chase
and Swope
